MEPC 78/17/Add.1Annex 11,page 1ANNEX 11RESOLUTION MEPC.349(78)(adopted on 10 June 2022)2022 GUIDELINES FOR THE DEVELOPMENT AND MANAGEMENT OF THE IMO SHIPFUEL OIL CONSUMPTION DATABASETHE MARINE ENVIRONMENT PROTECTION COMMITTEE,RECALLING Article 38(a)of the Convention on the International Maritime Organizationconcerning the functions of the Marine Environment Protection Committee (the Committee)conferred upon it by international conventions for the prevention and control of marine pollutionfrom ships,NOTING that the Committee,at its seventy-sixth session,adopted,by resolutionMEPC.328(76),the 2021 Revised MARPOL Annex VI,which will enter into force on 1November 2022,NOTING IN PARTICULAR that the 2021 Revised MARPOL Annex VI(MARPOL Annex V)contains amendments concerning mandatory goal-based technical and operational measuresto reduce carbon intensity of international shipping,NOTING ALSO that regulation 27.12 of MARPOL Annex VI specifies that theSecretary-General of the Organization shall maintain an anonymized database such thatidentification of a specific ship will not be possible,NOTING FURTHER that regulation 27.13 of MARPOL Annex VI requires that the IMO ShipFuel Oil Consumption Database be undertaken and managed by the Secretary-General of theOrganization,pursuant to guidelines developed by the Organization,RECOGNIZING that the aforementioned amendments to MARPOL Annex VI require relevantguidelines for uniform and effective implementation of the regulations and to provide sufficientlead time for industry to prepare,NOTING that the Committee,at its seventy-first session,adopted,by resolutionMEPC.293(71),the 2017 Guidelines the development and management of the IMO Ship FuelOil Consumption Database,HAVING CONSIDERED,at its seventy-eighth session,draft 2022 Guidelines for thedevelopment and management of the IMO Ship Fuel Oil Consumption Database,1ADOPTS the 2022 Guidelines for the development and management of the IMO ShipFuel Oil Consumption Database,as set out in the annex to the present resolution;2INVITES Administrations to take the annexed Guidelines into account whendeveloping and enacting national laws which give force to and implement requirements setforth in regulation 27 of MARPOL Annex VI;I:MEPC78MEPC 78-17-Add.1.docx
