CCSTechnical Information(2021)Technical Information No.25 Total No.531Jul.13,2021(Total 2 pages+Annex)To:Relevant shipowners,ship management companies,shipyards and designers,productmanufacturer,related departments of the Headquarters of CCS,the Society's surveyors,Plan Approval CentersNotice on implementation of Circular of MSC.1/Circ.1637-"Unified interpretation of SOLAS Regulation ll-1/3-10 concerningthe term "unforeseen delay in delivery of ships"during thecoronavirus (COVID-19)pandemic"issued by IMO1.BackgroundThe Maritime Safety Committee,at its 102nd session (Nov 2020)approved thecircular of MSC.1/Circ.1637 "Unified interpretation of SOLAS Regulation Il-1/3-10concerning the term "unforeseen delay in delivery of ships"during the coronavirus(COVID-19)pandemic".According to SOLAS Regulation Il-1/3-10,oil tankers of 150m in length and above andbulk carriers of 150m in length and above delivered on or after 1 July 2020 mustcomply with the functional requirements of the Goal-based Ship ConstructionStandards for Bulk Carriers and Oil Tankers when delivering ships.With regard to theconsequences of the pandemic,shipbuilders and their associated supply chains weresignificantly impacted which has led to difficulties in resuming normal production anddifferent degrees of delay in the delivery of ships under construction;and that therewould be a significant impact on ships originally scheduled to be delivered before 1
