MEPC 65/22Annex 16,page 1ANNEX 16RESOLUTION MEPC.232(65)Adopted on 17 May 20132013 INTERIM GUIDELINES FOR DETERMING MINIMUM PROPULSIONPOWER TO MAINTAIN THE MANOEUVRABILITY OF SHIPSIN ADVERSE CONDITIONSTHE MARINE ENVIRONMENT PROTECTION COMMITTEE,RECALLING Article 38(a)of the Convention on the Intemational Maritime Organizationconceming the functions of the Marine Environment Protection Committee (the Committee)conferred upon it by international conventions for the prevention and control of marine pollution,RECALLING ALSO that,at its sixty-second session,the Committee adopted,by resolutionMEPC.203(62),amendments to the annex of the Protocol of 1997 to amend the InternationalConvention for the Prevention of Pollution from Ships,1973,as modified by the Protocol of 1978relating thereto (inclusion of regulations on energy efficiency for ships in MARPOL Annex VI),NOTING that the amendments to MARPOL Annex VI adopted at its sixty-second session byinclusion of a new chapter 4 for regulations on energy efficiency for ships,entered into forceon 1 January 2013,NOTING ALSO that regulation 21.5 of MARPOL Annex VI,as amended,requires that theinstalled propulsion power shall not be less than the propulsion power needed to maintain themanoeuvrability of the ship under adverse conditions as defined in the guidelines,RECOGNIZING that the amendments to MARPOL Annex VI requires the adoption of relevantguidelines for smooth and uniform implementation of the regulations and to provide sufficientlead time for industry to prepare,HAVING CONSIDERED,at its sixty-fifth session,the draft 2013 Interim Guidelines fordetermining minimum propulsion power to maintain the manoeuvrability of ships in adverseconditions,1.ADOPTS the 2013 Interim Guidelines for determining minimum propulsion power tomaintain the manoeuvrability of ships in adverse conditions,as set out at annex to the presentres olution;INVITES Administrations to take the annexed Guidelines into account when developingand enacting national laws which give force to and implement provisions set forth in regulation 20of MARPOL Annex VI,as amended;3.REQUESTS the Parties to MARPOL Annex VI and other Member Governments tobring the annexed Guidelines related to the Energy Efficiency Design Index (EEDI)to theattention of shipowners,ship operators,shipbuilders,ship designers and any other interestedgroups;4.AGREES to keep these Guidelines under review in light of the experience gained;and5.REVOKES the Interim Guidelines circulated by MSC-MEPC.2/Circ.11,as fromthis date.I:MEPC65122.doc
