INTERNATIONALEMARITIMEORGANIZATION4 ALBERT EMBANKMENTLONDON SE1 7SRTelephone:+44(0)2077357611Fax:+44(0)2075873210MSC.1/Circ.159824 January 2019GUIDELINES ON FATIGUE1 The Maritime Safety Committee,at its seventy-first session (19 to 28 May 1999).considered the issue of human fatigue and agreed to develop practical guidance to provideappropriate information on fatigue to all parties concerned.2Consequently,at its seventy-fourth session(30 May to 8 June 2001),the Committeeapproved MSC/Circ.1014 on Guidance on fatigue mitigation and management.The Committee,at its ninety-fourth session(17 to 21 November 2014),agreed toundertake a revision of the Guidance on fatigue mitigation and management and instructedthe Sub-Committee on Human Element,Training and Watchkeeping (HTW)to conduct thereview.4Accordingly,the Committee,at its 100th session(3 to 7 December 2018),approvedthe annexed Guidelines on fatigue,finalized by the HTW Sub-Committee,at its fifth session(16to20July2018).5Member States are invited to:.1bring the Guidelines to the attention of their maritime Administrations and allstakeholders,including seafarers,companies,naval architects/shipdesigners and training providers;.2use the Guidelines as a basis for disseminating information on fatigue(forexample by means of pamphlets,video training modules,seminars andworkshops);and3take the Guidelines into consideration when determining minimum safemanning.6Companies are strongly urged to take the issue of fatigue into account whendeveloping,implementing and improving safety management systems under the ISM Code.7This circular supersedes MSC.1/Circ.1014 on Guidance on fatigue mitigation andmanagement,approved on 12 June 2001.贵为为I:CIRCMSC1MSC.1-Circ.1598.docxEMPOWERING WOMENIN THE MARITIME COMMUNITY
