CCSTechnical Information(2022)Technical Information No.6 Total No.578Apr.26,2022(Total 2 pages)To:Shipowners and management companies,Shipyards,AFS product manufacturers,All CCSsurveyorsTechnical Notice on the implementation of Resolutions MEPC.331(76)(Amendments to AFS Convention (Controls on cybutryne andform of the International Anti-fouling System Certificate))The Maritime Environmental Protection Committee of the International MaritimeOrganization,at its 76th session in March 2021,adopted resolutions MEPC.331 (76)---Amendments to the International Convention on the Control of HarmfulAnti-Fouling Systems on Ships.The resolution add the control and surveyrequirements for cybutryne in AFS product system,and amend the format of theForm Of International Anti-fouling System Certificate.It will enter into force on 1January 2023.The main requirements are as followings:1.Since 1 January 2023,all ships shall not apply or re-apply anti-fouling systemscontaining cybutryne;2.Since 1 January 2023,for the ships except:(1)fixed and floating platforms,FSUs,and FPSOs that have been constructed prior to1 January 2023 and that have not been in dry-dock on or after 1 January2023;(2)ships not engaged in international voyages;and(3)ships of less than 400 gross tonnage engaged in international voyages,if acceptedby the coastal State(s),If bearing an anti-fouling system that contains cybutryne in the external coating layerof their hulls or external parts or surfaces,shall either remove the anti-fouling systemor apply a coating that forms a barrier to cybutryne leaching from the underlyingnon-compliant anti-fouling system at the next scheduled renewal of the anti-foulingsystem after 1 January 2023,but no later than 60 months following the lastapplication to the ship of an anti-fouling system containing cybutryne.3.Amend the format of the Form Of International Anti-fouling System Certificate.Shipowners/management companies are kindly recommended to above
