Form:RWPRR401-BCCS通函CircularChina Classification Society(2013)Circ.7/Total No.293Apr.1st,2013 (total pages:4+36)To:Technology management department and offshore survey department of CCSHeadquarters,CCS offshore plan approval centers,CCS product plan approval center,CCS branches related to offshore activities,CCS offshore surveyors,offshoreinstallation owners,relevant shipyards,marine product manufacturers and designersCc:State Administration of Work SafetyNotice on Implementation of the Amendments to SOLAS and its LSACode Regarding Requirements for LifeboatRelease and Retrieval Systemsfor Offshore InstallationsBackground:1.To prevent accidents of lifeboat,IMO MSC 89,which was held in May 2011,adopted a set of SOLAS and LSA Code amendment and relevant documents toimprove the safety of lifeboat Release and Retrieval Systems(hereafter referred to asRRS).According to the provisions of Chapter 10 of "Code for the Construction andEquipment of Mobil Offshore Drilling Units"developed by IMO,the RRSrequirements for mobile offshore installations should be implemented per CCS(2011)Circ.87.Life-saving appliances shall be complied with SOLAS Convention per Re.22 ofDirective 25(2009)of State Administration of Work Safety.The RRS requirements forfixed offshore installations should be implemented as follows:Implementation Arrangements:2.For offshore fixed installations constructed on or after 1 July 2014All RRS shall be new design and comply with 4.4.7.6 of the LSA Code revised byMSC.320(89)(see annex 2 of this Circular).The test requirement of LSA Code asrevised by MSC.321(89)(see annex 3 of this Circular)should be carried out.3.For offshore fixed installations constructed before 1 July 20143.1 Any existing RRS onboard the fixed installations should be evaluated inaccordance with the MSC.1/Circ.1392 "Guidelines for Evaluation and Replacement1
