CCSTechnical Information(2017)Technical Information No.74 Total No.322Dec.07,2017(Total 2+11 pages)To:Ship owners/managers/operators,related shipyards,Equipment manufacturers,relevantdepartments of CCS Headquarters,CCS plan approval centers,Branches/Offices,Notice on the guidance for the validity of radio communicationequipment installed and used on ships (MSC.1/Circ.1460/Rev.2)The World Radio communication Conference 2012 made extensive changes to appendices 17 and18 of the Radio Regulations(RR).Whilst these changes do not affect the GMDSS,they do affectthe use of other frequencies that would be used by services such as Port Operations and VTS.Considering that incompatibility may exist between radio communication equipment installed onships,and the revised frequencies and channelling arrangements for the maritime HF and VHFbands as contained in appendices 17 and 18 to the Radio Regulations(RR)-Edition 2012,theMaritime Safety Committee,at its ninety-second session(12 to 21 June 2013),approved theGuidance on the validity ofradiocommunications equipment installed and used on ships,andamended it at the 97th session(21 to 25 November 2016)and the 98th session(7 to 16 June 2017).According to this guidance,actions should be taken as follows:1.Ships are required to take timely actions to ensure that radio communication equipmentcomplies with the RR.Replacement of operating hardware may be necessary to meet the changedrequirements.2.To ensure GMDSS communication capability,HF radio communication equipment capable ofoperating narrow-band direct printing(NBDP)should be updated so that following the first radiosurvey after 1 January 2024 it meets the channelling arrangements reflected in sections II and IIIof part B in appendix 17 of the Radio Regulations.3.To ensure GMDSS communication capability and the availability of appropriate GMDSS radiocommunication equipment,MF radio communication equipment capable of operating NBDP aswell as VHF equipment,without prejudice to the arrangements contained in appendix 18 of theRR,should be updated so that following the first radio survey after 1 January 2024,at the earliest,it meets the arrangements which will be in force by then..This Technical Information is published on CCS website(www.ccs.org.cn)and is to be forwardedby CCS branches to relevant shipyards,product manufacturers and shipping companies inrelevance to their business area.Attachment:
