MSC105/20/Add.1Annex 24,page 1ANNEX 24RESOLUTION MSC.517(105)(adopted on 28 April 2022)PERFORMANCE STANDARDS FOR A SHIPBORNEINTEGRATED COMMUNICATION SYSTEM(ICS)WHEN USED IN THE GLOBALMARITIME DISTRESS AND SAFETY SYSTEM(GMDSS)THE MARITIME SAFETY COMMITTEERECALLING Article 28(b)of the Convention on the International Maritime Organizationconcerning the functions of the Committee,RECALLING ALSO resolution A.811(19),by which the Assembly,at its nineteenth session,adopted the Recommendation on Performance standards for a shipborne integratedradiocommunication system (IRCS)when used in the GMDSSRECALLING FURTHER resolution A.886(21),by which the Assembly resolved that thefunctions of adopting perfommance standards for radio and navigational equipment,as well asamendments thereto,shall be perfommed by the Maritime Safety Committee on behalf of theOrganization,TAKING INTO ACCOUNT the amendments to the International Convention for the Safety ofLife at Sea,1974 ("the Convention")adopted by resolution MSC.496(105),NOTING,in particular,regulations IV/6 and 14 of the Convention concerningradiocommunications for the Global Maritime Distress and Safety System(GMDSS),whichrequire,respectively,that every ship shall be provided with radio installations and that all theequipment in these installations shall confom to appropriate perfommance standards notinferior to those adopted by the Organization,RECOGNIZING the need to take into account the human element in identifying measures toincrease the effectiveness and efficiency of the human performance by designing equipmentthat is more suited to the operators who use it,RECOGNIZING ALSO that increased effectiveness and efficiency in the use of GMDSSequipment would be achieved by integrating the radiocommunication equipment into ashipborne integrated communication system,thereby providing simpler procedures foroperators,RECOGNIZING FURTHER the need to prepare performance standards for such a shipborneintegrated communication system to ensure that the functional requirements of regulation IV/4of the Convention are met.HAVING CONSIDERED,at its 105th session,the recommendation made by theSub-Committee on Navigation,Communications and Search and Rescue at its eighth session,1ADOPTS the Performance standards for a shipborne integrated communicationsystem(ICS)when used in the Global Maritime Distress and Safety System(GMDSS)set outin the annex to the present resolution;I:MSC105MSC 105-20-Add.1.docx
