MSC105/20/Add.2Annex 26,page 1ANNEX 26RESOLUTION MSC.518(105)(adopted on 28 April 2022)MODEL REGULATIONS ON DOMESTIC FERRY SAFETYTHE MARITIME SAFETY COMMITTEE,RECALLING Article 28(b)of the Convention on the International Maritime Organizationconcerning the functions of the Committee,BEING DEEPLY CONCERNED with the high number of lives lost through domestic ferryaccidents around the world,RECOGNIZING that issues concerning domestic ferry safety are intemational and collectivein nature which require accelerated measures to fill a critical gap in the regulatory frameworkconcerning domestic feries,RECOGNIZING ALSO the need to provide a set of recommendatory framework modelregulations for consideration by Member States to incorporate relevant provisions,asappropriate,into their national legislation,ACKNOWLEDGING that the Model Regulations on Domestic Ferry Safety are to be used ona voluntary basis to improve domestic femy safety,HAVING APPROVED,at its 104th session,the Model Regulations on Domestic Ferry Safety,1ADOPTS the Model Regulations on Domestic Femy Safety,the text of which is setout in the annex to the present resolution;2ENCOURAGES Member States to use the recommendatory Model Regulations onDomestic Ferry Safety based on risk analysis,in whole or in part,as a basis for:.1developing national legislation governing domestic ferry safety,.2bilateral or multilateral agreements governing the safe operation of domesticferries in their respective waters;3URGES Member States and other stakeholders to take accelerated measurestowards improving domestic ferry safety through,inter alia,the domestication andimplementation of Model Regulations on Domestic Ferry Safety;gREQUESTS Member States to inform the Secretary-General upon the domesticationand implementation of the Model Regulations on Domestic Ferry Safety;5ALSO REQUESTS the Secretary-General to bring this resolution and its annex to theattention of all Member States and other stakeholders.I:MSC105MSC 105-20-Add.2.docx
