Form:RWPRR401-BCCSCircularChina Classification Society(2014)Circ.No.12 Total No.496Feb.10,2014 Total 2+2 PagesTo relevant departments of CCS Headquarters,CCS surveyors,plan approval centers,relevant shipowners,ship management companies,shipyards and designersNotice on Implementation of MSC-MEPC.5/Circ.8The Marine Environment Protection Committee,at its sixty-fifth session,and the MaritimeSafety Committee,at its ninety-second session,approved the unified interpretation of theapplication of regulations govemed by the building contract date,the keel laying date and thedelivery date for the requirements of the SOLAS and MARPOL Conventions prepared by theSub-Committee on Flag State Implementation.The Circular was published on 1 July 2013,with a view to providing more specific guidance for application of the relevant requirements ofthe SOLAS and MARPOL Conventions.To facilitate implementation,the Circular above istransmitted and interested parties are invited to refer to it in the implementation and payattention that the Circular supersedes MSC-MEPC.5/Circ.4.The main contents of the Circular are:The application of some regulations of the SOLAS and MARPOL Conventions to a particularship is governed by the dates of the building contract,or the keel laying date,or the deliverydate:1.If the building contract signing date of the particular ship occurs on or after the contractdate specified in the particular regulation amendments,then such regulationamendments applies;2.Only in the absence of a building contract does the keel laying date criteria apply,and ifthe particular ship's keel laying date occurs on or after the keel laying date specified inthe particular regulation amendments,then such regulation amendments applies;3.Regardless of the aforementioned,if the particular ship's delivery date occurs on or afterthe delivery date specified in the particular regulation amendments,then such regulationamendments applies except the unforeseen delay in the delivery of ships which accepted
