CCSTechnical Information(2017)Technical Information No.12 Total No.260Feb.28,2017(Total 2 pages)To:Relevant departments of the Headquarters of CCS,the Society's surveyors,PlanApproval Centers,related shipowners,ship management companies,shipyards anddesignersNotice on issuance of revised unified interpretation of SOLASregulation V/23.3.3 on pilot transfer arrangements by IMO(MSC.1/Circ.1495/Rev.1)1.BackgroundThe Maritime Safety Committee,at its ninety-seventh session(21 to 25 November2016),approved a Revised unified interpretation of SOLAS regulation V/23.3.3 onPilot transfer arrangements,i.e.MSC.1/Circ.1495/Rev.1 (See the Annex).Thiscircular supersedes MSC.1/Circ.1495,which revised the unified interpretation ofSOLAS regulation V/23.3.3.1 in MSC.1/Circ.1495.This IMO circular states theoperational instruction that limits the climb to not more than 9 m on a single ladderregardless of the trim or list of the ship.Member States are invited by IMO to use the unified interpretation,and to bringthem to the attention of all parties concerned.2.Technical requierements2.1 Subparagraphs 1 and 2 of SOLAS regulation V/23.3.3.address two different anddistinct arrangements-the former when only a pilot ladder is provided;the latterwhen a combined arrangement of "an accommodation ladder used in conjunctionwith the pilot ladder"is provided.
