CCSTechnical Information(2020)Technical Information No.21 Total No.455Feb.27,2020(Total 2 pages+Annex)To:CCS'relevant departments of the headquarters,plan approval centers,CCS surveyors,shipyards,ship owners,ship management companiesNotice on the Entry into Force of the Amendment to IBC Code by ResolutionsMEPC.318(74)and MSC.460(101)and Amendments to BCH Code byResolutions MEPC.319(74)and MSC.463(101)The Marine Environment Protection Committee,at its seventy-fourth session (13 to 17May 2019),and the Maritime Safety Committee,at its 101st session(5 to 14 June 2019),approved the amendments to chapters 1,15,16,17,18,19 and 21 of the IBC Code byresolutions MEPC.318(74)and MSC.460(101).Meanwhile,they also approved theamendments to chapters I,V and VI of the BCH Code by resolutions MEPC.319(74)andMSC.463(101).The two amendments shall simultaneously enter into force formally on 1January 2021.The main issues of these amendments are summarized as follows for reference.1 The amendment to IBC CODE1)All the definition items in IBC Code regulation 1.3 have been replaced by new definitionsequence.A new definition regarding to Recognized Organization (RO)in regulation1.3.32 has been added and directed to MARPOL Annex ll regulation 8.2.2 and SOLASregulation XI-1/1.The regulation 1.5.1.2 has been revised in order to be consistent withthe new regulation 1.3.32.2)Section 15.15 is replaced.The new regulation requires hydrogen sulphide(H2S)detectionequipment shall be provided on board ships carrying bulk liquids prone to H2S formationand also points out toxic vapour detection instruments complying with the requirement in13.2.1 of the Code for testing for H2S may be used to satisfy this requirement.3)Paragraph 16.2.7 is replaced by the sentence"where column o in the table of chapter 17refers to this paragraph,the cargo is subject to the prewash requirements in regulation13.7.1.4 of Annex ll of MARPOL."4)Chapter 17,Chapter 18 and Chapter 19 in IBC Code has been revised.Ninety-six newproducts have been added to Chapter17 by this resolution and the carriage requirements
