CCS Technical Information(2017)Technical Information No.69 Total No.317Nov11,2017(Total 2pages)To:The domestic branches and overseas centersNotice on the implementation of resolutions MSC.425(98)andMSC.427(98)The international maritime organization (IMO)adopted resolutions MSC.425(98)andMSC.427(98)on 15 June 2017,which will enter into force on I January 2020.The revision ofthe resolution relates to article 6.1 (landing and embarkation appliances)of the amendmentsto the international life saving appliance(LSA)rules and 8.1 (testing of davits and launchingappliances)in the revised test recommendations for life-saving appliance,which are moreclearly relevant than those of the original provision,such as the exempted object of the staticload test of the appliances in article 8.1 of the LSA rule 6.1 and the revised rescue equipmenttest case,not just the winch brake but the winch;The structural members of LSA rules in theform of brackets indicate including winch structural members,the specific amendments are asfollows:1.chapter VI of the international life saving appliance (LSA)rules,landing andembarkation appliances 6.1.1.5 and 6.1.1.6 shall be replaced by the following:"6.1.1.5 The launching appliance and its attachments other than winches shall be ofsufficient strength to withstand a factory static proof load test of not less than 2.2 times themaximum working load.6.1.1.6 Structural members and all blocks,falls,padeyes,links,fastenings and allother fittings used in connection with launching equipment shall be designed with afactor of safety on the basis of the maximum working load assigned and the ultimate strengthsof the materials used for construction.A minimum factor of safety of 4.5 shall be applied toall structural members including winch structural components and a minimum factor of safetyof6 shall be applied to falls,suspension chains,links and blocks."2.the landing of life-saving appliance and the prototype test of embarkation appliancesfor part I of the revised test recommendations for life-saving appliances:The first sentence of paragraph 8.1.1 is amended to read as follows:"For lifeboats other than free-fall lifeboats,davits and launching appliances,exceptwinches,should be subjected to a static proof load of 2.2 times their maximum working load."In order to better implement the resolution,the implementing unit is requested toimplement the relevant requirements of MSC.425(98)and MSC.427(98)by I January 2020at the time of the certificate change,and to comply with the new requirements for acceptanceand inspection after I January 2020.
