CCSTechnical Information(2020)Technical Information No.35 Total No.469May.21,2020(Total 2 pages)To:Relevant shipowners,ship management companies,shipyards and designers,productmanufacturer,related departments of the Headquarters of CCS,Technology ResearchDevelopment Center,Shanghai Rules Research Institute,Wuhan Rules ResearchInstitute and CCS BranchesTechnical Notice on Generic Guidelines for Developing IMOGoal-based Standards (IMO MSC.1/CIRC.1394/Rev.2)1.BackgroundAt its 101st session,the Maritime Safety Committee of the International MaritimeOrganization (IMO)approved the "Generic Guidelines for Developing IMOGoal-based Standards"in the form of MSC.1/Circ.1394/Rev.2 on June 14,2019.The Guideline is non-mandatory with a view to providing the process for thedevelopment,verification,implementation and monitoring of goal-based standards(GBS)to support regulatory development within IMO,which could be applied forboth prescriptive requirement and safety level approach.Once the Guidelines areapproved,the previous MSC.1/Circ.1394/Rev.1 approved at the ninety-fifth session ofthe Maritime Safety Committee will be superseded.2.Main contentThe revised Guidelines contain following revisions:(1)Clarifying that the expected performance of functional requirement may beexpressed in verifiable qualitative terms,where the description of necessaryfunction in quantitative terms is impracticable.
