CCSTechnical Information(2017)Technical Information No.48 Total No.296Jul.18,2017(Total 5 pages)To:Relevant departments of the Headquarters of CCS,the Society's surveyors,PlanApproval Centers,related shipowners,ship management companies,shipyards anddesignersTechnical Notice on Interim Recommendations on the Safe Carriageof More Than 12 Industrial Personnel on Board Vessels Engaged onInternational Voyages (Resolution MSC.418(97))Issued by IMO1 BackgroundAs increasing numbers of offshore projects and innovations are creating new and growing demandfor the carriage of industrial personnel to and from offshore facilities and/or other ships,withregard to offshore wind farm service vessels for the carriage of construction and maintenancepersonnel,difficulties are reported caused by the lack of a clear definition for industrial personneland the lack of legally binding intemational safety standards for the carriage of more than 12industrial personnel on board in the existing instruments;SOLAS currently does not defineindustrial personnel and that an interim solution is urgently required,the Maritime SafetyCommittee of IMO,at its ninety-seventh session,adopted the Interim Recommendations on thesafe carriage of more than 12 industrial personnel on board vessels engaged on internationalvovages,the text of which is set out in the annex to the resolution MSC.418(97).IMO invitesMember States to apply the annexed Interim Recommendations when regulating ships,regardlessof size,carrying more than 12 industrial personnel,until such time that the mandatory instrumentfor the carriage of industrial personnel enters into force.2 Main contents of the Recommendations are as follows:2.1 For the purposes of these Interim Recommendations,industrial personnel means all personswho are transported or accommodated on board for the purpose of offshore industrial activitiesperformed on board other vessels and/or other offshore facilities and meet the criteria in paragraph3 set out below.2.2 Such industrial personnel should not be considered or treated as passengers under SOLAS
