CCSCircularChina Classification Society(2013)Circ.No.145 Total No.431September 6.2013 (Total 3 Pages)To:Related departments of CCS Headquarters,CCS Shanghai Rules Research Institute,CCS Plan Approval Centers,CCS Branches and Offices;Related Shipyards,ShipDesigners,Shipping Companies,Marine Product ManufacturersNotice on the implementation of the amendment toSOLAS Chapter III adopted by Resolution MSC.338(91)The Maritime Safety Committee of IMO adopted the Resolution MSC.338(91)onthe amendments to the SOLAS,1974,as amended at its ninety-first session on 30 November2012.According to the tacit acceptance procedure,the said amendments shall be deemed tohave been accepted on 1 January 2014,and shall enter into force on 1 July 2014.According to the said amendment,new regulation 17-1 has been inserted in ChapterIII of SOLAS as amended.All ships are required by this new regulation to haveship-specific plans and procedures for recovery of persons from the water.Thisrequirement is mandatory.This circular gives instructions to the preparation for theimplementation of this requirement.Resolution MSC.338(91)including its annex attached.Instructions to the implementation1 Ships constructed (keel was laid or at a similar stage of construction)before 1July 2014,shall comply with this requirement by the first periodical or renewal safetyequipment survey of the ship to be carried out after 1 July 2014,whichever comes first.2 Ships constructed (keel was laid or at a similar stage of construction)on or after1 July 2014,shall comply with this requirement at the stage that the ship's building surveyclose to completion,at the latest not later than the issuance of the Safety EquipmentCertificate.
