通函CircularChina Classification Society(2014)Circ.No.20 Total No.504April 10,2014 Total 3+30 PagesTo:CCS Surveyors,Shipyards,Design Companies andHong Kong Flagged Ship Owners and Management CompaniesRequirements of Implementation of "Code on Noise Levels on Board Ships"(Resolution MSC.338(91))On Board Hong Kong Flagged Existing Ships1.BackgroundsThe International Maritime Organization (IMO)adopted,at its ninety-first session,theamendments to SOLAS by resolution MSC.338(91)about implementation of "Code on NoiseLevels on Board Ships",which will become effective from 1 July 2014.For more details pleaserefer to CCS Circular (Total No.330)"Notice on Implementation of Code on Noise Levels onboard Ships"published on 26 April 2013.Requirements for existing ships in newly addedregulation 3-12.2 of SOLAS Chapter II-1 are:"On ships delivered before I July 2018 and:.I contracted for construction before I July 2014 and the keels of which are laid or which areat a similar stage of construction on or after I January 2009 but before I January 2015;or.2 in the absence of a building contract,the keels of which are laid or which are at a similarstage of construction on or after I January 2009 but before I January 2015.measures shall be taken to reduce machinery noise in machinery spaces to acceptable levels asdetermined by the Administration."At this point,HKMD released a written notice in April 2013 and made a further writtenclarification on 27 March 2014 to clear that for Hong Kong flagged existing ships theabove-mentioned acceptable levels are the relevant standards given in IMO resolution A.468(XII)"Code on Noise Levels on Board Ships",and to give the relevant detailed implementationrequirements.According to the aforementioned HKMD notice and clarification,the detailedimplementation requirements of "Code on Noise Levels on Board Ships"on board Hong Kongflagged existing ships shall be as follows:2.Scope of ApplicationUnless otherwise stated,requirements in this circular apply to Hong Kong flagged existing shipsof 1600 gross tonnage and above which are defined in regulation 3-12.2 of SOLAS Chapter II-1(hereinafter referred to as Ships).3.Implementation Requirements3.1 The Administration requires ships to take measures to reduce machinery noise in machineryspaces to acceptable levels as specified in paragraph 4.2.1 of A.468(XID).Additionally noise level
