MSC105/20/Add.1Annex 23,page 1ANNEX 23RESOLUTION MSC.516(105)(adopted on 28 April 2022)AMENDMENTS TO THE PERFORMANCE STANDARDSFOR RADIOCOMMUNICATION EQUIPMENT(RESOLUTION MSC.80(70))THE MARITIME SAFETY COMMITTEE.RECALLING Article 28(b)of the Convention on the Intemational Maritime Organizationconcerning the functions of the Committee,RECALLING ALSO that,at its seventieth session,it adopted Performance standards forradiocommunication equipment (resolution MSC.80(70)),consisting of the Recommendationon Performance standards for on-scene (aeronautical)portable two-way VHF radiotelephoneapparatus and the Recommendation on Performance standards for on-scene (aeronautical)two-way VHF radiotelephone apparatus for fixed installations,TAKING INTO ACCOUNT the amendments to the International Convention for the Safety ofLife at Sea,1974("the Convention")adopted by resolution MSC.496(105),NOTING,in particular,regulation IV/7.6 of the Convention,which requires every passengership to carry means for two-way on-scene radiocommunications for search and rescuepurposes using aeronautical frequencies 121.5 MHz and 123.1 MHz,RECOGNIZING the need to amend resolution MSC.80(70)in order to ensure the properoperation of radiocommunication services which are part of the Global Maritime Distress andSafety System(GMDSS),HAVING CONSIDERED,at its 105th session,the recommendation made by theSub-Committee on Navigation,Communications and Search and Rescue at its eighth session,1ADOPTS amendments to the Recommendation on Performance standards foron-scene (aeronautical)portable two-way VHF radiotelephone apparatus and theRecommendation on Performance standards for on-scene (aeronautical)two-way VHFradiotelephone apparatus for fixed installations,set out in annexes 1 and 2,respectively,tothe present resolution;2RECOMMENDS Governments to ensure that on-scene(aeronautical)two-way VHFradiotelephone apparatus for use in search and rescue operations:.1if installed on or after 1 January 2024,confoms to performance standardsnot inferior to those specified in the annexes to resolution MSC.80(70),asamended by the present resolution;andif installed before 1 January 2024,conforms to the performance standardsnot inferior to those specified in the annexes to resolution MSC.80(70).I:MSC105MSC 105-20-Add.1.docx
