MEPC 78/17/Add.1Annex 9,page 1ANNEX 9RESOLUTION MEPC.347(78)(adopted on 10 June 2022)GUIDELINES FOR THE VERIFICATION AND COMPANY AUDITS BY THEADMINISTRATION OF PART III OF THE SHIP ENERGY EFFICIENCY MANAGEMENTPLAN(SEEMP)THE MARINE ENVIRONMENT PROTECTION COMMITTEE,RECALLING Article 38(a)of the Convention on the International Maritime Organizationconcerning the functions of the Marine Environment Protection Committee (the Committee)conferred upon it by international conventions for the prevention and control of marine pollutionfrom ships,NOTING that the Committee adopted,at its seventy-sixth session,by resolutionMEPC.328(76),the 2021 Revised MARPOL Annex VI which will enter into force on 1November 2022,NOTING IN PARTICULAR that the 2021 Revised MARPOL Annex VI(MARPOL Annex VI)contains amendments concerning mandatory goal-based technical and operational measuresto reduce carbon intensity of international shipping,NOTING FURTHER that regulation 26 of MARPOL Annex VI requires each ship to keep onboard a Ship Energy Efficiency Management Plan(SEEMP),to be developed and reviewed,taking into account the guidelines adopted by the Organization,RECOGNIZING that the aforementioned amendments to MARPOL Annex VI require relevantguidelines for uniform and effective implementation of the regulations and to provide sufficientlead time for industry to prepare,HAVING CONSIDERED,at its seventy-eighth session,draft Guidelines for the verification andcompany audits by the Administration of part lll of the Ship Energy Efficiency ManagementPlan(SEEMP),ADOPTS the Guidelines for the verification and company audits by the Administrationof part Ill of the Ship Energy Efficiency Management Plan(SEEMP),as set out in the annex tothe present resolution;2INVITES Administrations to take the annexed Guidelines into account whendeveloping and enacting national laws which give force to and implement requirements setforth in regulation 26 of MARPOL Annex VI;3REQUESTS the Parties to MARPOL Annex VI and other Member Governments tobring the annexed Guidelines to the attention of masters,seafarers,shipowners,shipoperators and any other interested parties;4AGREES to keep the Guidelines under review in light of experience gained with theirimplementation,also taking into consideration that,in accordance with regulations 25.3and 28.11 of MARPOL Annex VI,a review of the technical and operational measures to reducecarbon intensity of international shipping shall be completed by 1 January 2026.I:MEPC78MEPC 78-17-Add.1.docx
