MSC 98/23/Add.1Annex 12,page 1ANNEX 12RESOLUTION MSC.429(98)(adopted on 9 June 2017)REVISED EXPLANATORY NOTES TO THE SOLAS CHAPTER II-1 SUBDIVISION ANDDAMAGE STABILITY REGULATIONSTHE MARITIME SAFETY COMMITTEE.RECALLING Article 28(b)of the Convention on the International Maritime Organizationconcerning the function of the Committee,RECALLING ALSO that,by resolution MSC.216(82),it adopted the regulations on subdivisionand damage stability as contained in SOLAS chapter ll-1 which are based on the probabilisticconcept,using the probability of survival after collision as a measure of ships'safety ina damaged condition,NOTING that,at the eighty-second session,it approved Interim Explanatory Notes tothe SOLAS chapter Il-1 subdivision and damage stability regulations (MSC.1/Circ.1226),toassist Administrations in the uniform interpretation and application of the aforementionedsubdivision and damage stability regulations,NOTING ALSO that,at the eighty-fifth session,it adopted the Explanatory Notes to the SOLASchapter ll-1 subdivision and damage stability regulations (resolution MSC.281(85)),NOTING FURTHER that,by resolution MSC.421(98),it adopted amendments to regulationson subdivision and damage stability,as contained in SOLAS chapter Il-1,RECOGNIZING that the Revised Explanatory Notes should be adopted in conjunction withthe adoption of the aforementioned amendments to subdivision and damage stabilityregulations (resolution MSC.421(98)),RECOGNIZING ALSO that the appropriate application of the Revised Explanatory Notes isessential for ensuring the unifom application of the SOLAS chapter ll-1 subdivision anddamage stability regulations,HAVING CONSIDERED,at its ninety-eighth session,the recommendations made bythe Sub-Committee on Ship Design and Construction,at its fourth session,1ADOPTS the Revised Explanatory Notes to the SOLAS chapter ll-1 subdivision anddamage stability regulations set out in the annex to the present resolution;URGES Contracting Governments and all parties concerned to utilize the RevisedExplanatory Notes when applying the SOLAS chapter Il-1 subdivision and damage stabilityregulations adopted by resolution MSC.216(82),as amended;INVITES Contracting Governments to note that these Revised Explanatory Notesshould take effect on ships as defined in SOLAS regulation Il-1/1.1.1,as adopted byresolution MSC.421(98).I:MSC98MSC 98-23-Add-1.docx
