CCS技术通告Technical Information(2015)Technical Information No.19/Total No.180June25,2015(total pages:2+10)To:relevant departments of CCS Headquarters,CCS surveyors,Shipowners,Ship ManagementCompanies,Foreign Trade PortsNotice on Information relating to the Issuance of the Guidelines regarding the VerifiedGross Mass of a Container Carrying Cargo(MSC.1/Circ.1475)by IMOFor the purpose of improving the safety of carriage of containers at sea,regulation requiringthat packed containers'gross mass are verified prior to stowage aboard ship is added in SOLASChapter VI by IMO to form the amendments to SOLAS Regulation VI/2 (cargo information).Theamendments as contained in Resolution MSC.380(94)were adopted by the Maritime SafetyCommittee at its ninety-fourth session,are expected to enter into force on 1 July 2016.For the purpose of supporting the implementation of the above amendments to SOLASregulation V1/2,the Maritime Safety Committee of IMO,at its ninety-third session,approved theGuidelines regarding the Verified Gross Mass of a Container Carrying Cargo(MSC.1/Circ.1475)(hereinafter referred to as "the Guidelines")to provide a common approach for the verification ofthe gross mass of packed containers.The verification is applicable for all containers carryingcargo,except for containers carried on a chassis or a trailer when such containers are driven on oroff a ro-ro ship engaged in short international voyages as defined in SOLAS Regulation III/3The Guidelines provides guidance on the understanding and application of amendments toSOLAS regulation VI/2.According to the principle of responsibility determined by SOLAS,theshipper is responsible for obtaining and providing the verified gross mass of a packed containerand if the verified gross mass is not obtained by the master or his representative and the terminalrepresentative,such a container should not be loaded onto the ship.One of the methods for verification is to weigh the packed container with calibrated andcertified equipment,or to weigh all packages and cargo items of the container respectively andadd up all the masses using a method approved by the Administration of the State loading thecontainer.The shipper is to confirm the verified total mass and to declare the mass in the shippingdocuments.The shipping document is to be signed upon the authorization by the shipper and to besubmitted to the master or his representative and the terminal representative before the packedcontainer is loaded onto the ship.
