CCSTechnical Information(2020)Technical Information No.6 Total No.440Jan.14,2020(Total 2 pages+Annex)To:To:Relevant shipowners,ship management companies,shipyards and designers,product manufacturer,related departments of the Headquarters of CCS,the Society'ssurveyors,Plan Approval CentersNotice on release of MSC.1/Circ.1539/Rev.1-UnifiedInterpretations of SOLAS Chapters ll-1 and Safe Return to PortRequirements for Flooding Detection Systems Issued by IMO1.BackgroundThe Maritime Safety Committee of International Maritime Organization (IMO),at its101th session(5 to 14 June 2019),approved MSC.1/Circ.1539/Rev.1 which isamendment to MSC.1/Circ.1539.MSC.1/Circ.1539/Rev.1 includes additional text inthe unified interpretations of SOLAS regulation II-1/7-2 on the calculation of thefactor si,as well as new interpretations of regulations II-1/22-1 and II-2/21.4.13 onthe safe return to port requirement for flooding detection systems.This circularsupersedes MSC.1/Circ.1539.2.Main content(1)For the relevant interpretation of SOLAS II-1 /7-2 (calculation of factor Si),Administrations may allow an alternative arrangement that provides an equivalentlevel of safety.(2)Footnote added.Note the amendments of SOLAS regulations II-1/22-1 andII-2/21.4.13 were adopted by resolution MSC.216(82).The unified interpretation ofregulations II-1/22-1 and II-2/21.4.13 on the safe return to port requirement forflooding detection system should only be applied to ships contracted for constructionon or after 1 July 2019.This Notice is made public on CCS website (www.ccs.org.cn),and is to be distributedto relevant ship owner and shipping management companies etc.by CCS brancheswithin their responsible areas.Please contact Technical and information Departmentof CCS for any inquiry in the implementation.E-mail address:ti@ccs.org.cn.
