CCSTechnical Information(2019)Technical Information No.12 Total No.406Apr02,2019(Total 2 pages Annex)To:Relevant departments of CCS Headquarters,CCS site surveyors,CCS plan approval centers,shipowners,shipyards,products manufacturers and designersTechnical notice on Guidelines for Wing-in-Ground Craft(MSC.1/Circ.1592)issued by IMO1.IntroductionThe Maritime Safety Committee,at its ninety-ninth session (May 2018),approved theMSC.1/Circ.1592 "Guidelines for Wing-in-Ground Craft".The guidelines are applicable toWIG craft carrying more than 12 passengers and/or having a full load displacement of morethan 10 tonnes.This circular revokes MSC/Circ.1054 and Corr.1,and MSC/Circ.1126.2.Main technical pointsThe guidelines address the two major challenges of whether to consider the development ofsafety standards for small WIG craft and the adoption of civil aviation standards.The guidelinesspecify that the guidelines are applicable to WIG craft carrying more than 12 passengersand/or having a full load displacement of more than 10 tonnes.The guidelines set out requirements for stability,construction,fire protection,lifesaving,navigational equipment and operation of WIG craft.In part B of the guidelines,the stabilitycriterion requirement of the WIG craft under the ground efficiency condition is added.The craftshall be provided with a device to measure speed and distance through air and water.Any WIGcraft operated in shallow water over 300 gross tonnages should be fitted with an echo-soundingdevice.
